Quarantine authorities said the possibility of bird flu breaking out in areas outside Cheonan and Iksan is very high.

The government has been forced to take new steps to tackle seasonal flu after new figures showed there were 12 more deaths in the past week, and 738 people seriously ill in hospital.

The total number of deaths from this winter's outbreak now stands at 39, up from 27 last week, the Health Protection Agency confirmed.

Of those, 36 died from H1N1 swine flu, which is the most virulent of the two main flu strains circulating this winter. The other three died from Influenza B. All but one of the 39 was under 65, and four were under five years old.

The government will now reintroduce a media campaign to help tackle the outbreak. Labour, which earlier this week claimed the campaign had been axed, accused the government of a U-turn.

Some 61% of this year's victims were in one of the "at risk" groups who qualify for a free NHS seasonal flu jab, which include pregnant women, those with breathing conditions such as asthma and those whose immune systems are weak.

But just two of the 23 individuals had received the jab, which for the first time this year includes protection against swine flu, which claimed hundreds of lives when it began circulating in the UK in early 2009.

The figure serves to underline doctors' concerns that millions of people run the risk of infection, with potentially serious effects, because they have not been vaccinated.

The number of people with known or suspected flu being treated in critical care units in hospitals has jumped from 460 to 738 - a rise of 278 in a week.

Andrew Lansley, the health secretary, has decided to reinstate the Catch It, Bin It, Kill It campaign, urging the public to improve personal hygiene, which was dropped after being used during last year's swine flu epidemic.

The campaign, which cost £609,000 last year, will resume with national newspaper and radio advertisements on Saturday.

A statement from the Joint Committee on Vaccination and Immunisation (JCVI), which is likely to lead to changes, is expected later.

Professor John Watson, the head of the respiratory diseases department at the Health Protection Agency, said: "We are seeing a large amount of flu circulating across the country and would urge those people in an at-risk group to have their seasonal flu vaccine as soon as possible as this is the best way to protect themselves from flu this winter.

"Although there were reports of many people during the pandemic only experiencing mild disease we can't stress enough that flu can be an extremely serious illness for people in 'at risk' groups, including pregnant women, the elderly and those with other underlying conditions such as heart problems, diabetes, lung, liver or renal diseases and those who have weakened immune systems."

He said most people with flu should take plenty of rest, drink plenty of fluids and take over-the-counter pain relievers such as paracetamol, but that anyone displaying severe symptoms, particularly those in vulnerable groups, should contact their GP or local out-of-hours service for medical advice.

"It is important that people do all they can to reduce the spread of the virus and they can do this by maintaining good cough and hand hygiene, such as covering your nose and mouth with a tissue when you cough and sneeze, disposing of the tissue as soon as possible and cleaning your hands as soon you can. The government raised the alert level for foot-and-mouth disease (FMD) to ”serious,” Wednesday, and established a pan-government crisis center to keep the deadly disease from spreading further.

The move comes one month after the first outbreak was reported. The crisis center — comprised of central and local government officials and police officers — will orchestrate quarantine, decontamination, vaccination and all other countermeasures that have been divided up among government agencies.

The measures were announced after related ministries held a meeting, and come after the highly contagious virus spread to five cities and provinces after the first outbreak in Andong, North Gyeongsang Province, on Nov. 29.

This is the first time here for the government to raise its alert level to the highest and form such a task force for an animal disease.

Public Administration and Security Minister Maeng Hyung-kyu asked people and cattle farm owners to cooperate in halting the spread of FMD.

“To prevent the virus from spreading further, it is required to thoroughly disinfect farm facilities and control access to farms. We ask livestock farm owners to immediately report any cases of the disease to the authorities and actively cooperate in the government’s quarantine measures,” the minister said in a statement.

In the crisis center, central government officials will coordinate related ministries and supervise local quarantine operations. Governments in regions where the disease has not broken out yet will also cooperate in operations, Minister Maeng said.

Some unaffected local governments have decided to halt the movement of cows and pigs in or out of their regions.

More manpower will be mobilized for quarantine operations in addition to some 150,000 officials currently engaged in the work.

Food, Agriculture, Forestry and Fisheries Minister Yoo Jeong-bok said the government has asked local authorities to minimize public gatherings in order to prevent the disease from spreading via human vectors.

Despite such efforts, it is worried FMD will spread nationwide, because the government has not been able to pinpoint why the disease broke out and how it has spread. A cow farm in Chungju, North Chungcheong Province, was confirmed to be infected Tuesday.

The government has vaccinated 236,000 cows at farms in 12 affected cities and counties. Some 523,000 cows and pigs have been slaughtered and buried so far, and losses are estimated to total 450 billion won.

South Korea Raises Alert Level as Foot-and-Mouth Disease Spreads Nationwide

Nearly 470,000 cattle, pigs and sheep have been culled in attempt to contain a fast-spreading outbreak of foot-and-mouth disease in South Korea.

"On December 29th we have raised the alert level of cattle disease to 'red' and decided to form a central anti-disaster headquarters, which will be chaired by the Minister of Public Administration and Security, so that we can use all available resources to help stem the disease."

The disease is spread by a highly contagious virus that affects cloven-hoofed animals. But the disease and meat from infected animals are not harmful to humans.

The government said vaccines would be administered to over 236,000 animals in 12 regions.

The disease has prompted the closure of nearly 100 livestock markets throughout the country and has increased prices of beef and pork. It could cause a rise in exports from the United States and Australia.

Suspected bird flu quarantines South Korean farm


A quarantine zone has been established around a duck farm in South Korea after it reported a suspected case of bird flu.

The farm is in Cheonan, about 90 kilometres south of Seoul.

The agriculture ministry says the ducks showed symptoms of avian influenza

Health officials are testing samples from ducks at the farm, according to the ministry.

South Korea declared itself free of bird flu in August 2008 after the country suffered its worst outbreak of the disease with nearly 8 and a half million birds culled.

Health Dhi Qar to take strict precautions against bird flu pandemic

Nasiriyah (Iba) .. Department of Health initiated the Dhi Qar to take strict precautions to avoid the appearance of pandemic influenza infection.

The Director General of Health Department of Dhi Qar, Dr. Hadi Badr Riahi there are multiple actions taken by the Health Department of Dhi Qar to avoid the registration of any cases of bird flu epidemic across the cities of the province, including the creation of corridors for this disease and provide the necessary treatment to him and the allocation of medical personnel specialized in all hospitals of the province.

Riahi and confirmed that he had been issued orders by the Ministry of Health to prevent the import eggs and poultry meat from countries which show the incidence of influenza epidemics.

Uganda-Yellow Fever Spreads to Ten Districts

  • THE Ministry of Health wants $35m (about sh80b) to purchase the yellow fever vaccine for 10 districts in the north to stop the spread of deadly viral disease.

The disease, which recurred after about 40 years, has spread to the 10th district of Kotido and cases climbed to 183 from 178, the Director General of Health Services, Dr. Kenya Mugisha, said yesterday.
He, however, said the death toll remained at 45.



Other districts where the disease has been found are Abim, Agago, Lamwo, Kitgum, Pader, Gulu, Arua, Kaabong and Lira.
According to Mugisha, most of the patients were discharged from hospital, but 23 were still being treated at different health centres.
He, however, said if the ministry got $10m (sh23b), it would immunise everybody, which he said is not possible now.
The vaccine, he added, was not available at the ministry because it was not part of the routine immunisations.
Mugisha said the vaccine is available in Kampala City Council clinics and others in Kampala, where people intending to travel abroad have been undergoing immunisation.

Travellers are required to be immunised at least 10 days before travelling. The vaccine protects one for 10 years.
With the latest outbreak, at least 2.5 million people will be vaccinated against the disease in northern Uganda.
According to Mugisha, 2.5 million vials of the yellow fever vaccine will be urgently imported to protect the people from the deadly disease, which is spread by mosquitoes.
The disease, which has a high fatality rate, can kill in a week, according to medical officers.

The ministry, in collaboration with the World Health Organisation, the Centres for Disease Control and other partners, is working on the importation of the vaccine, which is expected in the country in January.
Meanwhile, the ministry has asked people to observe precautionary measures to avoid contracting the disease.
These include avoiding mosquito bites, especially during the day, sleeping under insecticide-treated mosquito nets and destroying breeding grounds of mosquitoes, including draining stagnant water and clearing bushes around residences.
The ministry also advises anybody who gets symptoms like fever, muscle and back pain, headache, shivering, loss of appetite and vomiting to immediately report to the nearest health facility for treatment.

Yellow fever vaccines are being imported for the north of Uganda to inoculate people against the disease which has killed about 45 people.
People began falling ill about a month ago in nine northern districts, the country's health ministry says.
A health official in Kitgum told the BBC the outbreak was confirmed as yellow fever on Christmas Eve.
The disease, transmitted by infected mosquitoes, was last recorded in Uganda almost 40 years ago, officials say.
Task forces have been put in place in the affected districts and isolation units set up.
Bosco Ochola, chairman of the Kitgum task force, said his staff were treating about 65 infected patients.
"This morning we got a phone call from the Ministry of Health that arrangements are being made from WHO (World Health Organization) to bring vaccines to cover the population," he told the BBC's Focus on Africa programme
Yellow fever, unlike malaria, is transmitted by a type of mosquito which is active only during the day.
Radio talk shows and dramas were trying to inform people of this, he said.
The health ministry says at least 2.5 million people will be vaccinated when the vials arrive, Uganda's state-owned New Vision newspaper reports.
The disease has a wide array of symptoms from nausea and vomiting to kidney failure, jaundice and bleeding.

Outbreak of Unidentified Illness Now Confirmed as Yellow Fever in Northern Uganda
After discussions with the Ugandan Ministry of Health and WHO, the U.S. Centers for Disease Control and Prevention (CDC) now confirms that the unknown severe illness reported in Mission Kampala’s November 30 Warden Message is an outbreak of Yellow Fever.

Although as many as seven districts are now reporting occurrences - including two possible cases from southern Sudan- almost all of the reported severe cases (characterized by fever, vomiting and bleeding) continue to be concentrated in three districts of Northern Uganda, namely Abim (specifically Morulem sub-county), Agago (Omiya P’Chua, Adilang and Paimoi sub-counties) and Kitgum (Orum, Namokora and Kitgum Town Council).

In light of these findings, the U.S. Mission in Kampala recommends that U.S. citizens residing and traveling in Uganda avoid travel to Northern Uganda unless they have been vaccinated against Yellow Fever within the past 10 years. If vaccinated recently, do not travel to Northern Uganda for at least 10 days after receiving the vaccination. (Yellow Fever vaccinations do not take effect for 10 days.) Only U.S. government officials with Yellow Fever vaccinations are permitted to travel to the affected areas.

The decision not to vaccinate the under-fives against flu this winter risks starting the first epidemic for a decade when schools return next week.

Doctors believe that infection levels are likely to rise dramatically over the next few weeks.

Andrew Lansley, the Health Secretary, was yesterday accused of “serious misjudgment” for witholding the seasonal flu vaccine from children aged six months to their fifth birthday.

Labour claimed that Mr Lansley probably went against medical guidance in stopping the free flu jab.

The Department for Health said experts had considered offering the seasonal flu vaccine to pre-schoolers, including an element to stop swine flu.

However, the independent Joint Committee on Vaccination and Immunisation (JCVI) decided in the end not to recommend this.

Flu rates already are approaching epidemic status with 18 adults and nine children known to have died.

One in 10 of the 460 patients with flu being treated in intensive care is under the age of 15, including 26 under-fives.

Levels have been rising at a faster rate than before the last flu epidemic in 1999, tripling in the space of the week.

Experts fear the peak of the infection is some way off.

Children and healthy young people are disproportionately affected by swine flu because they have not built up immunity.

Last year, all parents of children aged six months to five years were offered the swine flu vaccine on the NHS.

Seventy children died, but a full scale epidemic was averted.

In January, the majority of members of the JCVI's flu sub-group said it would be “prudent” for young children to be included in this season’s flu vaccination programme, probably by giving them the swine flu (H1N1) vaccine.

However, in July the full committee, which makes the recommendations, decided against passing on that advice to ministers.

The Daily Telegraph understands that the decision was made on cost grounds, with the Government saving about £85 million as a result.

John Healey, the shadow health secretary, called on Mr Lansley to release the minutes of the last meeting of the vaccination committee.

Prof John Oxford, a virologist at the University of London, criticised the decision not to give this year’s flu vaccine – which contains the swine flu vaccine – to children under five.

The decision increased the likelihood of an epidemic because children were so effective at passing it around.

An epidemic is officially declared when the rate of people seeing their GP with flu or a flu-like illness exceeds 200 per 100,000 people in a week. The rate rose from 34.6 to 87.1 in the week before Christmas.
